FBA Grade and Resell only applies to inventory already marked as unsellable as New.

Once deemed unsellable, items are graded into one of four conditions:

Items that cannot be resold are graded as Unsellable.

At the time of relisting, a processing fee is applied to items graded as Like New, Very Good, Good, or Acceptable. However, no processing fee is charged for items graded as Unsellable, which are moved to your unfulfillable inventory for removal.
